IN PSP7, transferable.
Take your base, crop it, sharpen it, etc.
Duplicate the base and set that layer to Screen.
Add a light blue Burn layer.

An orange Soft Light layer, 50%.

Make a Hue/Saturation/Lightness (Layers >> New Adjustment Layer >> Hue/Saturation/Lightness. I upped my Saturation to 15, but it all depends on your original image.
Make a new layer, fill it with grey and set it to Burn, opacity of your choice. Mine was 30%.

THE NEXT FEW TEPS WILL DEPEND ON HOW YOUR ORIGINAL IMAGE LOOKED, SO PLAY AROUND WITH THE SETTINGS.
Merge it all. Duplicate the newly merged layer. Go to Effects >> Enhance Photo >> Automatic contrast enhancement. From left to right, set you settings as: Lighter, Normal, Flat. Play with the opacity of that layer, I set mine to 60%.
Now go to Effects >> Enhance Photo >> Automatic Saturation Enhancement (if you don't have this, just make a new Hue-Saturation-Lightness layer and up the Saturation a little). Set it to: More colourful, Normal, Skintones present.
And you're done!
