You know the old PSP way of colourising eyes. Effects>>Enhance Photo>> Red Eye Removal. This tutorial is for brighter, more unnatural eyes that stand out.
I started with this pic (Mischa Barton's eyes). Her eyes are a greyish-blue.

Make a new layer. Now take the Round brush; I'm using Size 38, Hardness 25, Opacity 100 and Density 100. This will, of course, depend on your picture. If you are working with something icon-size, I suggest zooming in. I used a resonable light blue (#75C2F3) and dotted over her eyes.

It looks psychotic right now, huh? Now go to the Layers Palette and set that layer to 'Color'

Much better, right? Well now you might need to fix it up a bit, like fill in or delete bits. Here's my finished product:

You can do this with almost any colour. Just replace the blue with whatever you want. Here are some examples:
Using Green (#18CA00)

Purple (#D879FF)

Pink (#FF61D4)

You get the picture, right?
This tutorial was made to teach you the usefulness of the 'Color' layer mode. You can use this to change the color of things like lips, clothes etc.
